Welcome to Project Cargox, where cargo and trade data meet the digital trade finance ecosystem to unlock value for SME trade financing in Hong Kong.
Leveraging the Hong Kong Monetary Authority’s (“HKMA’s”) Commercial Data Interchange infrastructure, Project Cargox is a multi-year, public-private collaboration, focusing on three key areas:
Leveraging cargo and trade data to streamline and enhance trade finance processes
Developing digital solutions to improve accessibility to trade finance for SMEs
Exploring connections with international data partners to facilitate the trade financing use case for banks in Hong Kong
As CDI enables consent-based data sharing, cargo and trade data can be shared with banks (data consumers) only after SMEs (data owners) have given their explicit consent. With these cargo and trade data, banks can gain insights into the trade value and business conditions of SMEs, thereby streamlining the trade financing approval process, compared to using traditional paper-based shipping documents.

To achieve the vision of Project Cargox, in April 2025, the HKMA established an Expert Panel comprising industry experts and key stakeholders from cargo data providers, trade associations, banks, credit reference agencies and government agencies.
