About Project Cargox

Leveraging the Hong Kong Monetary Authority’s (“HKMA’s”) Commercial Data Interchange infrastructure, Project Cargox is a multi-year, public-private collaboration, focusing on three key areas:

How to Support Digital Trade Finance Leveraging Cargo and Trade Data

As CDI enables consent-based data sharing, cargo and trade data can be shared with banks (data consumers) only after SMEs (data owners) have given their explicit consent. With these cargo and trade data, banks can gain insights into the trade value and business conditions of SMEs, thereby streamlining the trade financing approval process, compared to using traditional paper-based shipping documents.

After collecting consent from data owners, data consumers submit request to data provider via Commercial Data Interchange (CDI). The data providers than provide data to data consumer via CDI. After receiving the data from the data provider, the data consumers (bank) streamlined the approval processes of trade financing, thereby benefitting the data owner (SMEs) in Hong Kong.

The Expert Panel

To achieve the vision of Project Cargox, in April 2025, the HKMA established an Expert Panel comprising industry experts and key stakeholders from cargo data providers, trade associations, banks, credit reference agencies and government agencies.
